Prime Minister’s Directives on Energy Conservation

 

An extract from the relevant portions of the minutes of the meeting on Prime Minister’s Directive on energy conservation held on 6.2.2008 in the office of Secretary Environment, received from the Chief Inspector of Factories, N.W.F.P., Peshawar vide his Memo: No. DTCL/CIF/83/-1370-74 dated 4th April 2008 are reproduced below for necessary action by the concerned members  :-

ITEM NO. 1

 

5 days working week in government offices and compensatory package for private sector (Late hours concessions over weekends for shopping centers).

 

            The matter is under active consideration of the provincial government. The summary has already been submitted by the Administration Department to Chief Minister, NWFP. The directive is under implementation.

ITEM NO. 2

 

Energy intensive entities to develop conservation plans and to establish help lines to guide the people.

 

            Public awareness always plays a pivotal roll in the implementation of the decisions, which are of national interest. The PESCO has already launched awareness campaign, through messages on consumer’s bills; press and electronic media and the load management. However the ENERCON may launch a special media programme on national level in collaboration with the provinces. The Industries Department is required to take representative of the Entrepreneurs, Labour Unions and Shopkeeper Association etc into confidence for requisite conservation plan. All the Secretaries will issue necessary instructions to the subordinate offices of the respective departments. Use of Electric Heaters/Air conditioners ought to be appreciated at the provincial level.

On the lines of Prime Minister Secretariat having been declared an energy efficient building, provincial and all development and municipal authorities of follow suit.

 

            All the department in general and the Works & Services, Local Government & Industries Departments in particular will issue the instructions to the lower formation for such arrangements. Instead of bulb energy saver are to be encouraged to curtail the electric bill. The Local Government Department will issue instructions to the District Nazims/DCO and the Tehsil Nazim/TMO to incorporate energy saving mechanism in all the developmental works in the District.

The contents of letter No.PASDEC/IBD/PDP/08/ 1836 dated 8th April 2008 on the subject cited above received from Mr. Ihsanullah Khan, Chairman/CEO, Pakistan Stone Development Company, Islamabad are reproduced below for information of all members :-

Imposition of SR.500/- per person for usage of VIP Lounge Facility in Saudi Arabia

 

The Assistant Director, Trade Development Authority of Pakistan, Hayatabad – Peshawar vide his letter No. TDAP/Admn/ 2008/4789 dated 26th May 2008 has intimated that the concerned Saudi authorities have introduced the following policy for usage of VIP lounge facility at the airports :-

i)                    Payment of RS. 500 + SR 20 as bank charges (one time for arrival and departure of the individuals);

ii)                   Payment will be charged for every person (including children);

iii)                 Payment will have to be made well in advance otherwise the facility will not be provided.

South Africa is one of the most advanced and productive economies in Africa, but why should you invest in the Rainbow Nation ?

 

Ř      Sound Economic policies: Since the political reforms of 1994, South Africa’s economy has been undergoing structural transformation. Taxes have been reduced, tariffs lowered, the fiscal deficit brought under control and exchange controls relaxes.

Ř      Favourable legal and business environment: South Africa has a world-class progressive legal framework. Legislation pertaining to commerce, labour, maritime issues, copy rights and patents are particularly well developed, and conform to international norms and conventions.

Ř      Trade reform, free trade agreements: South Africa has come a player in the global trading system, and a series of trade reforms – including a tariff reduction and rationalization program – have been introduced including the SA-EU Free Trade Agreements, the SADC Free Trade Agreement and Africa Growth and Opportunity Act.

Ř      Cost of doing business in SA: South Africa’s exchange rate makes it one of the least expensive countries in which to do business – particularly one with a first world infrastructure and high living standards. South Africa’s energy costs are also among the lowest in the world, and the country compares favourbly for petroleum prices.

Ř      Industrial capability, cutting-edge technology: South Africa’s industrial production growth is well above the average for developing markets. The country’s manufacturing output is becoming increasingly technology-intensive, with high-tech manufacturing sectors – such as machinery, scientific equipment and motor vehicles – enjoying a growing share of total manufacturing output.

Ř      Competitiveness: A number of industrial support measures have been introduced to enhance the competitiveness of South Africa’s industrial base. These include placing more emphasis on supply-side than demand-side measures (such as tariff and expensive export support programs). The government has provided incentives for value-added manufacturing projects, support for industrial innovation and improved access to finance. Industrial development zones have been established in close proximity to major ports and airports, offering world-class infrastructure, dedicated customs support and reduced taxation.

50% of the direct cost incurred in development

Development must be a significant technological advance and have commercial advantage over existing products.

Industrial Development Zone

Exemption from VAT when sourcing goods and services from South African customs territory and duty-free imports of raw materials and inputs for export

Prospective IDZ operator companies must apply for permits to develop and operate an IDZ.

Foreign Investment Grant

Foreign entities may qualify upto a maximum of R3m.

Only new machinery, equipments acquired from abroad and required to establish a manufacturing project in SA will be considered.

Critical Infrastructure Fund

Infrastructure projects intended to service IDZ, shall qualify for a grant of 30% of the qualifying infrastructure development cost.

The minimum qualifying infrastructure development cost is R15 million.

 

Investor Business Permit:

 

Business permits in South Africa are issued to foreigners who are looking to conduct their own business. South African Department of Home Affairs issues business permits to immigrants who meet the current criteria and provide with some of the pertinent details:
